PM Kaushal Vikas Yojana: The Pradhan Mantri Kaushal Vikas Yojana was launched in 2015. More than 10 million people have benefited from this scheme so far. Its aim was to empower youth by teaching them employable skills and making them self-reliant. However, shocking information has now emerged regarding this scheme. The Ministry of Skill Development has recently blacklisted 178 training partners and training centers.
An investigation revealed that funds were embezzled in many places through fake attendance, forged documents, and the use of non-existent training centers. The Ministry has taken immediate action and has begun recovering the money from these institutions, and legal action is underway against the culprits. How was the scheme scam committed?
The Ministry and the National Skill Development Corporation discovered these irregularities after continuous inspections and audits under the Pradhan Mantri Kaushal Vikas Yojana (PMKVY). Reports revealed that some training centers showed students who were not actually present. Many TPs and TCs generated fake bills to withdraw government funds, while some centers were operating only on paper.
The Ministry stated that several FIRs have already been filed against these irregularities. Uttar Pradesh has the highest number of blacklisted institutions, followed by Delhi, Madhya Pradesh, and Rajasthan. The Ministry has directed mission heads in all states to conduct thorough investigations before accepting proposals under any government skill scheme in the future.
What will be the penalty and how will recovery be done?
The Ministry of Skill Development has clarified that the process of recovering all payments made to blacklisted institutions has begun. Institutions that have misused the scheme will not only receive the money back but will also face criminal charges. Punishment will then be decided based on the investigation.
The ministry also stated that from now on, all training centers will be physically and digitally monitored to prevent such irregularities in the future. Institutions found violating the rules again will be permanently blacklisted and closed.
